In most situations you only need the libraries which are in libssl. A
lot of programs link against it. Some people need the package openssl
which has the binaries and manpages etc. libcrypto.udev is a small
package which only includes the libraries which are need in an initial
install via debian installer. This is not needed in a normal system.

I had not time to investigate the bug. It may well be that the bug is
resolved. Try contact the original bug submitter, if he also thinks the
bug is resolved.
