This is not about bug closing but about the changelog as actually present in
the package. You can review it here:
http://packages.debian.org/changelogs/pool/main/o/openssl/current/changelog
As you can see the version 10.1 that did exist at one time is missing from the
changelog: it skips from 0.9.8g-10 to 0.9.8g-11, and the one added in the NMU
has gone missing.
Because 10.1 is missing the BTS now thinks that such a version has never
existed in unstable. Please add the missing entry back in the changelog of
the package.
