Then I'm saying it's not working, because I clearly see a
difference in behaviour with and without the config file
change.  Without it it doesn't even attempt to load library.

Can you try adding an "init=1" at the end of the [padlock_section]?

Could you also try:
openssl speed -engine padlock aes
