Yes, so why is this a problem?

openssh was fixed a long time ago, but reintoduced the problem
in version 1:5.4p1-1, and was fixed again in 1:5.9p1-4.

But as you say, libssl1.0.0 isn't in stable, so I don't see why
this would cause upgrade problems.
