What is the real problem anyway? The versions of openssh and openssl in
stable works together.

Because _openssh_ is. For stable, openssh-* and libssl1.0.0 are
unrelated.

Exactly. The installation of libssl1.0.0 forces an upgrade of
openssh-*.[1]
