[Pkg-openssl-devel] Bug#744074: openssl : upgrade starts disabled services

When upgrading to 1.0.1g2, bind9 was started. However, since I switched recently to nsd, this service is disabled (through update-rc.d)

Upgrade should not start disabled services.
