[Pkg-openssl-devel] Bug#794326: openssl debian-arm64 does not enable ARMv8 Hardware Extension by default

Ubuntu wily (15.10) openssl package uses debian-targets.patch, in line 24,

${no_asm} should be changed to ${aarch64_asm}:linux64

For performance reasons on ARM64 Server SoC.
