[Pkg-openssl-devel] Bug#860254: openssl depends on perl, when recommends seems more appropriate

Package: openssl
Version: 1.1.0e-1
Severity: wishlist

Since 1.1.0c-3, the openssl package now Depends on perl, which is quite
hefty, and if one does not need to use the included perl scripts, not
necessary. Would it be acceptable to downgrade that Depends to
Recommends instead? That would ensure that it's installed on most
folks' systems, while still allowing people who don't require it to
exclude it. :)
