So I made a list by the time I received that email I just managed to
work through it. I check most of them manually but by the end of it I
hacked something that checked if any of the libssl1.0.2 symbols were
used.
Anyway. Most of them do not use libssl at all. A few use for a
testsuite or load it at runtime. 
As next course of action I would make sure that each libssl1.0-dev
package has a bug to move it back to libssl-dev for Buster.
Is anything that blocks this bug from getting closed?

citus-6.0.1.PGDG recommends using openssl-devel but does not use opessl
connectome-workbench-1.2.3+git3-g7b83782 Recommends it, but it seems not using it.
cryfs-0.9.6 Depends on it, could use it but does not.
