[Pkg-openssl-devel] Bug#874709: openssl1.0: Please add arm64ilp32 support

This patch allows openssl1.0 to build on the new arm64ilp32
architecture.  It's pretty straightforward, and turns off the arm64
acceleration as that would need more work to port.

I'll send a separate patch upstream to add non-debian support.
