[Pkg-openssl-devel] Bug#930792: openssl: libssl1.1 does not restart services on upgrade

Dear Maintainer,

libssl1.1.postinst did not bump the version check for services
restart. And services do need to be restarted when upgrading from
1.1.0 to 1.1.1* series.

Plese update the postinst to trigger services restart when upgrading
from pre-1.1.1 series.
