I have here
   telnet-ssl  0.17.41+0.2-3.3+b1
   telnetd-ssl 0.17.41+0.2-3.3+b1
   libssl3     3.0.3-8
   openssl     3.0.3-8

and then this happens:

so at least telnet-ssl + telnetd-ssl works.
