[Pkg-openssl-devel] Bug#1050210: libssl3: include the fips provider

Please include the fips provider module in this package.

This fips provider has now been certified, so more people are looking to 
use it.

(Conversely, it is confusing that the openssl package currently installs 
the "openssl-fipsinstall" program but not the module that that program 
is supposed to install.  If there is a problem with shipping the module, 
then the documentation that claims you can use it should not be included 
in the package.)
