[Pkg-openssl-devel] Bug#1029281: Bug#1029281: openssl: loongarch64 is little endian

Dear maintainer(s),
     The configuration of Loongarch64 should be modified in Openssl.
Please consider the suggestion of Han Gao. I have tested the patch.
Test results of the Loongarch architecture:

- Configuration stage
Configuring OpenSSL version 3.0.7 for target debian-loong64
Using os-specific seed configuration
Created Makefile.in
Created Makefile
Created include/openssl/configuration.h
