[Pkg-openssl-devel] libssl3 (pre-t64) breaking ssh

Hello,

I am not even sure how to report this, not even sure it's not deliberate.

Upgrading libssl3 from 3.0.17-1~deb12u2 to 3.0.17-1~deb12u2 emptied
the package, namely these are all missing:

/usr/lib/x86_64-linux-gnu/engines-3/afalg.so
/usr/lib/x86_64-linux-gnu/engines-3/loader_attic.so
/usr/lib/x86_64-linux-gnu/engines-3/padlock.so
/usr/lib/x86_64-linux-gnu/libcrypto.so.3
/usr/lib/x86_64-linux-gnu/libssl.so.3

The last missing one simply breaks openssh-server.

Was this intentional? Is this a bug?
