For the openssl 3.6 release I intended to drop the patches for the
c_rehash script and within I wanted to drop the c_rehash command.

The c_rehash is a perl script which is kept as a legacy. The built-in
variant (openssl rehash) is maintained by upstream.

Please find attached a patch against the test suite.
