[Pkg-openssl-devel] Bug#1127095: libssl3t64: trying to install 'libssl3' on armhf fails with no installation candidate

Dear Maintainer,

On debian armhf, trying to install libssl3 fails as follow:
```
root at a0f71e5c0ee5:/# apt install libssl3
Package libssl3 is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source
However the following packages replace it:
  openssl-provider-legacy  libssl3t64


Error: Package 'libssl3' has no installation candidate
```

I tried trixie/forky and sid with no difference, it works on amd64.

(In particular, this apparently caused problems with a local package
that depends on libssl3...)

Looking at 'apt info' outputs, the difference would be that libssl3t64
does noth ave a "Provides: libssl3" on armhf, which comes from
`Provides: ${t64:Provides}`, but I don't understand if this is intended
to be missing on armhf?
