[Pkg-opt-media-team] Moving to source package 3.0 (quilt)

Hi, Takaki.

What do you think of converting the packaging under the umbrella of our
team to source format "3.0 (quilt)"?

This is so much more convenient and poses no problems when backporting.
I would just convert the packages, but would like to establish some
common practices with you, before we step onto each other toes.
