[Pkg-opt-media-team] Bug#663018: cdparanoia never sets external USB LiteOn DVD to any speed over 1x

cdparanoia easily reads drive at 10x if I first use readom to read 10k sectors
otherwise cdparanoia reads at 1x, even if I use -S 24 to force faster read.
