There is no general support in Debian for limit the language files to a set of
languages. As a normal user is not able to install anything, the root user
needs to decide this. And there are properly a lot edge cases on a multi-user
setup to think about...
The automatic installation of the language files give users to have a great
first experience as the software presents itself with the selected language. As
for most users English is not their mother tongue, so most users profit from
those language files and file size is not that big issue nowadays.
>From the nextcloud-desktop package side, I can at least improve it for English
users by lowering the depends on nextcloud-desktop-l10n package to recommends.
Than by default installations would still install the l10n package, but users
can tell apt to not install the l10n package to have English interface only.
