I _assume_ you're using the debian packages, so it would be rather weird if it 
happens on my vm but not on your system.

I've setup my vm's yesterday, using wheezy/unstable in my sources.list.
My setup procedure:
- Install Debian Wheezy using debian-wheezy-DI-a1-amd64-businesscard.iso and my 
preseed file, which installs the standard task and vim/openssh-server/htop
- Install owncloud with "aptitude installl owncloud owncloud-<dbtype>", where 
dbtype is mysql/sqlite/pgsql. 
Note that during this install aptitude reports an issue and installs apache2-
mpm-prefork instead of the default apache2-mpm-worker.
- In the case of mysql, I also installed mysql-server
- Then went to http://ocdeb-<dbtype>/owncloud and followed the install 
procedure, letting it create the database and dbuser.
