Ok, so according to the bugreport they have fixed it this morning,
and updated/rereleased the 4.0.3 tarball _yet again_!  I am not sure
how to deal with that now that it has already been uploaded.

I have asked them to please release it as 4.0.3a or 4.0.3.1. 
They really should stop doing this.
