I found an upstream bug report which sounds an aweful lot like the issue you 
described ... and would also mean your hunch about time zones would be correct:

Can you change the timezone to the timezone of your server on line 325 in the 
file /usr/share/owncloud/lib/base.php and see if it solves your issue?
(Note that the line nr is different from the bugreport, but on 325 is the only 
occurrence of UTC)
