It is because the person who has done it has no access and has done
NMU's the "traditional" way, that is... he modified the source package.
Especially for security people we cannot ask them to join everytime IMO.

The debdiff should be committed.  I have had it on the TODO-list for
a while, but it's good that you bring it up. :)
