Server yes, but I'm not sure common servers are typically all that lean
and may be hosting other things which already require the jre to be
installed and possibly A/V software.

Ah well, what the isv does is up to its maintainer.  So does this mean
that some previews don't work unless you start installing "Suggests"?

Really, if having libreoffice installed is a problem, then the best
solution would seem to be if owncloud generates previews with other
software.  I think I remember hearing of a program called webodf but I
don't know if that's a possibility.
