It seems like upstream is having a lot of difficulties with upgrading encryption.

My guess is eventually they will figure it out.  My recommendation would be to 
upload the 8.1.1 package to unstable but to prevent migration to testing until the 
encryption upgrade is resolved.  My ownCloud installation has over 80 GB of 
encrypted files.  Decrypting and reencrypting them sounds like a lot of down time.
