Actually, there was already a migration of the keys directories layout
during the upgrade to 8.0 (via the old files_encryption app), and
upgrading from such a layout works…
I guess we need to mimic what this upgrade does in order to provide a
working encryption migration for our users, so that migrating from
Stable (or Sid) is possible.
