I think you can get it directly from the pool directory:

Here's the changelog:

I'll let you decide whether to use Kyle's package or mine. Or may be, a blend 
of the 2.

Considering that a new libparrot-3.x.y package will be created, the pacakage 
of the next parrot release will have to be reviewed manually by Debian FTP 
masters. 

Since this team is usually overloaded, waiting for next parrot release is 
probably best...
