Yup, it's this team and this mailing list, and the alioth page is:

We haven't had much uptake yet. Pretty much it's been just me (doing the 
packaging) and my Debian mentor Colin Watson (doing the uploading). A 
few people have popped up once, but they don't seem to stick around. I 
don't know why.

I'd welcome any and all additional work on Parrot packaging.

On the two different 3.0 packages now (by Kyle and Dominique), is your 
work compatible or conflicting? As in, could I combine your work into 
one set of fixes, and apply it to the 3.3 release?

I've been slammed with another release this week, but I'll look over the 
two sets of packaging this weekend and see if I can combine them.
