Done just now, though I've noticed a weird behaviour on the armel buildd [0]:

For reasons I fail to understand gmp, pcre and zlib gets included in the build
environment, and, of course, parrot uses them (this apparently also happened for
the 4.0.0-1 upload). This makes the armel build different from the others.
I will report this to the buildd admins, but, to avoid this problem for now
(and any future similar problem too), I'd add more --without-* flags during the
configure stage (namely --without-gmp --without-opengl --without-pcre and
--without-zlib in addition to --without-libffi).
I have a new upload already:
parrot (4.0.0-3) unstable; urgency=low
.
* Team upload
* Added configure flag to explicitly exclude gmp, opengl, pcre and zlib from
build dependencies
I will upload this ASAP (most probably after lunch, in a couple of hours).
