Rakudo Star 2012-01 should work fine with Parrot 4.0.0 -- it shipped with
3.11.0 by "mistake".  Put another way, we simply didn't bump our requirement
to 4.0.0 that month because 3.11.0 was good enough.  (Since 4.0.0 is 
generally backwards compatible with 3.11.0, there shouldn't be an issue.)

Rakudo Star 2012-02 definitely wants at least Parrot 4.1.0, I think.
