Yes, I tested this with a successful build. First I only attempted to
simply adapt the Debian bits below debian/, but then the build failed
since the fpc buildsystems tries to remove non-empty dirs with rmdir.

There might be a smarter way to disable the svgalib target, but I'm 
not familiar with fpc and I don't intend to become it.
