[Pkg-pascal-devel] Manpage in PasDoc package should be generated with --no-info

Hi Paul,

Some times it can help sending a mail to ftp masters. This brings their
attention to that particular package. I think after a month, it is
reasonable to send a mail even if the reason is obvious. They lack time
to process all packages, and sometimes a hint could trigger a
rescheduling.
