I don't think the question of "planning" is relevant, but indeed,
branching for jessie can be done as well if needed.

I don't consider the backport much effort and I rather see it as a way
that we might spot issues in the packaging earlier. If I look at the
popcon stats [1,2], I conclude that our users are either using testing
or (1/3) or people are using the package from upstream (2/3). (I
conclude that from the ratio between e.g. fpc, fp-2.6.4 and fp-ide; the
story is worse for lazarus)

I fear most users are on stable and are using upstream packages because
they want to be up-to-date. However, I rather have them use the "proper"
Debian packages.
