So, I decided to go with a versioned build dependency. I left the
regular dependencies as they were, so people can choose what they want.

It took a while before also the arch specific binaries were accepted
(i386 is still not), but at least I could build and upload lazarus to
wheezy-backports as well. It will be waiting in the NEW queue soon.
Again, once it is accepted, testing the package is highly appreciated.
