[Pkg-pascal-devel] suggests or recommends for -dev packages in fpc

Hi,
While I am preparing again an upload for fpc to fix both improvements in
my upload of this week (reproducible builds and autopkgtest) I am
wondering if the *-dev packages that are listed as
dependencies/recommends in several units packages, shouldn't rather all
be suggests (do we at least agree that depends is too strong).
As recommends are installed by default and pull in quite some packages,
I am wondering if they are really so much needed that that is warranted.
(At least in that case we should really provide the names for all dev
packages that have such a relation to the units).
