[Pkg-pascal-devel] Possible issue with Lazarus 1.4.0

I received this message from Alexander Koblov (doublecmd upstream):

I don't see Lazarus 1.4.2 on sourceforge yet, but I do see it on the
official mirrors [1][2].

The fix at revision 48892 [3], seems trivial, so we could just patch
that for 1.4.0.
