I don't fully agree. Let's just upload a fixed 1.4.0 with this for now
and once that migrates to testing, prepare a 1.4.2 upload (that needs to
go through NEW, so may take longer and I like those to go to
experimental first). I also think we want to update the upstream report
with this. Graham, do you want to do the honors of both (upload and
report upstream) as you filed the bug and found the real issue first?

Also, I don't like turning default flags off, so I wonder how we will
track this such that we will enable relno again once it works. I guess
we should just clone 793991 before we close it and lower the severity.
