The argumentation of the bug submitter looks valid.
In the past, when I did split the packages, gtk2 did not depend on cairo so I
tried to make fp-units-gtk2 as small as possible.
Now this looks like changed and upstream added this dependency, so we can only
follow them.
I'd accept the patch.
