Steve Langasek starting working through LP: #1562480 [1] and removing
powerpc binaries.
He found a false positive; 'laby' and a some packages not listed on
that bug that got their powerpc binaries copied from xenial; e.g.
'ztex-bmp' and 'winff'.  I'll add the missing packages to that bug.

BTW, I found that lazarus 1.6+dfsg-4 is FTBFS on amd64, arm64 and i386
in Ubuntu [2].
I tried rebuilding now, but they failed again.  1.6+dfsg-3 had built previously.
