I'm not sure, but let's discuss them so that we get closer to the right choice.

I'm going to set all fp-units*${PACKAGESUFFIX} to foreign as I've stated above.
This is probably the right choice as these files are the equivalent of lib*
packages. They are meant to be installed if you want to be able to cross compile
and they can be co-installed in the sense you can have them for multiple
architectures on the same computer.

I'll try to add the right tags so that we don't change anything when fixing
#845498. Normally once we have the packages co-onstallable, we just need to
ensure the cross compiler is installed and can use them by having the right
fpc.cfg in /etc.
