As described in bug 859566¹, britney isn't clever enough to detect some cases
where old arch:all packages should be considered cruft. fpc 3.0.2 has built the
following binary package that are not build by 3.0.4 and that are now included
in the packages list for ppc64el and s390x while fpc FTBFS on those arches
(bootstrapping hasn't happened so far):
fp-docs-3.0.2
fpc-3.0.2
fpc-source-3.0.2

In the past I have requested removal of individual binary packages for this
situation. It has been recommend to request source removal instead.

Please remove fpc 3.0.2 from unstable on ppc64el and s390x or do whatever is
most convenient to let fpc 3.0.4 migrate to testing while britney isn't fixed.
