Apart from that text being out-of-date, it is not clear to me what you
want. In Debian (and Ubuntu for that matter) we have fpc 3.0.4
available. Not in stable (stretch) as 3.0.4 wasn't released yet when the
archive for stretch froze, but it is in unstable (sid), testing (buster)
and for users of stable we provide the packages in stretch-backports¹.
