I extracted the build-rdeps for fpc, fp-compiler, lazarus, lazarus-ide and lcl-utils and got the following list.

None of them seem to show up in the transition tracker, so it seems this issue only affects user-built code, not anything packaged in Debian.

I'm going ahead with preparing an upload of fpc.
