Speaking as the guy who runs Raspbian I have no intention to deviate from Debian on this matter. Raspbian buster will have the same version of Lazarus as Debian buster.

Speaking as a Debian Developer, a member of the pascal team and a co-maintainer of the fpc package (but not the Lazarus package) I don't think that updating to Lazarus 2.0.0 at this time is in the spirit of the freeze policy for the current stage of the buster release process.
