I haven't uploaded to backports myself yet, but my understanding from reading

https://backports.debian.org/Contribute/#index3h3

is that you have to mail backports at rt.debian.org to request access.
(and also have to be a DM/DD, I thought you were a DM but I can't
seem to find you in the list).
