[Pkg-pascal-devel] Bug#956956: Bug#956956: Bug#956956: lazarus: flaky autopkgtest on arm64: EAccessViolation, EInOutError

The only remaining issue is with IDE inspector package that fails to build due
to a revert in FPC 3.2.2.[1]
This was fixed by applying a patch.[2]
