[Pkg-pascal-devel] Can't install arm64 version of "fp-compiler" package on Buster / Bullseye, but it works on Bookworm

I can't reproduce this in a clean lxc container on an arm64 host (one of 
the ci.debian.net hosts). Not sure how to go from here.
