Yes, indeed, this would allow compiling Windows binaries under Debian. which can
be a nice way for in cloud build automation.

After thinking about it, it would probably better to locate them in
/usr/lib/x86_64-linux-gnu/fpc/3.2.2/units/x86_64-win64.
This is because the x86_64-linux-gnu here is related to the used compiler.
This also will help to generate the same thing for win32 under /usr/lib/i386-
linux-gnu/fpc/3.2.2/units/i386-win32.

This may be considered as a separate project that builds on top of FPC in order
to avoid complicating more the build system of FPC which is already quite
complex.
