[Pkg-pascal-devel] Salsa CI/CD for fpc & lazarus

Pipelines are now fixed for fpc and lazarus,
at least as far as the builds, piuparts and autopkgtest.

The previous build failures were caused by
Salsa's use of environment variable RELEASE.

I've mentioned this in the issue here

As a temporary workaround, until its properly fixed in Salsa,
I've added the line
   undefine RELEASE
to the debian/rules files.

This line can be removed when salsa's variable RELEASE
is changed to SALSA_CI_RELEASE
